Why are background questions NOT pulling from the producers profile?

Golden Rule and United Health One have requested that all background questions be presented as part of the contracting process. 

This requires the Producer to answer each background question in step 3 rather than having it mapped accordingly from the Producer's Questions Tab in their profile.
